Transform will operate as part of Biffa Waste Services. It aims to provide a combination of highly competitive costs and a
high quality support service for members, both of which will rely on quality of staff and a clear understanding of both the Regulations and the WEEE market.
Initially, members will be registered to create an aggregated market share for Transform which will be used to estimated the amount of WEEE that will need to be collected in each category. This aggregated market share will then be broken down proportionate to each member's obligation to calculate the charges that need to be made to each member. Transform will contract with sufficient Designated Collection Facilities to produce the amount of WEEE needed in each category to fulfil these obligations. There will be a difference between the amount collected and the actual amount needed, but Transform will only charge its members for the costs related to the evidence procured to meet their tonnage obligations. Any excess tonnage evidence will be sold by Transform to recover its costs. Transform will require its members to supply data in relation to the previous quarter's sales by the middle of the month following the quarter to enable Transform to meet the statutory requirements to supply data to the EA by the end of that month. This data will be used by Transform to upgrade the members market share proportion of the scheme's obligation and try to minimise the impact of the final reconciliation on the year's data in April the following year. Transform will operate on the basis of transparency in relation to operational costs and will keep members informed as to how these costs are changing. A Transform Advisory Group will be formed that will be open for application to all members, but with a maximum of 25 members. This will hold quarterly meetings at which the operation of the scheme will be discussed and the operational costs detailed and will enable members to ensure that Transform is being run in their best interests. |
