The costs of complying with the Regulations within Transform relate to three main functions.
The first two relate to both Producers that provide products for both household (B2C) and business (B2B)
use whilst the third only applies to those with a B2C obligation.
Membership fee. This is to enable Transform to perform its Scheme duties as required by the Approval process and to ensure we provide our members with the necessary support to ensure they understand the Regulations, submit the necessary information and maintain the necessary data to optimise their obligation costs. For existing Biffa and Biffpack customers, there is a 20% discount on the Membership fee.
Agency fee: This is the fee charged by the Environment Agency for each member of the scheme and is laid down in the Regulations. This is charged at cost to members and passed through by Transform.
Obligation operational costs: This relates to the collection, treatment and recycling of WEEE that is needed to meet a members market share obligation costs on products placed on the market for household use. Transform charges are split into two.
a. Tonnage management fee: This is a graduated fee that is charged to manage the logistics, treatment and contracts with
Local Authorities to ensure WEEE is collected and treated at minimum cost. They are applied to the actual obligation that arises
from the tonnage placed on the market by a member.
b. Tonnage collection, treatment and recycling charge: This is the actual cost for Transform to manage the necessary tonnage
required to meet the obligations of its members.

3a. The tonnage management fees are applied as follows:
1st 50 tonnes - £10/tonne
Next 150 tonnes - £5/tonne
Next 800 tonnes - £1/tonne
Any additional tonnage - £0.10/tonne
Therefore, if a company produced 5,000 tonnes of microwaves, this might produce an obligation of 1,200 tonnes
(market share multiplied by the tonnage of category 1 (less cooling equipment) collected) for which the necessary tonnage
evidence must be secured. The Tonnage Management fee would be £500 + £750 + £800 + £20
3b. Tonnage operational costs. These are expected to range from £0 - £200/tonne although fluorescent lighting will be significantly more.
We expect Category 1 (other than cooling equipment) to be around £0. We expect the hazardous WEE items - cooling equipment and screens - to be around £200/tonne and we expect all other WEEE - which will generally be collected on a mixed basis - to cost around £100/tonne.
